You may authorize despatch of troops to Shameen in
case of emergency.
It should be with the sole purpose of protecting lives and property of British subjects in the British concession and they should not interfere between the Chinese contending forces.
Repeat to Tokio including your telegrams Nos, 239 and 240 with instructions to inform Japanese Minister for Foreign Affairs of my instructions to you.
